THETRADEMONITORINGUPDATEfi08JULY20241WTOTradeMonitoring:LatestTrendsTheTradeMonitoringUpdateseriesisaWTOSecretariatinitiativetoprovideregular,factual,andconciseinsightsintoissuesofinterestinthecontextoftheWTOTradeMonitoringExercise.TheUpdatesareproducedundertheWTOSecretariat’sownresponsibilityanddonotreflecttheviewsorpositionsofanyWTOMember.TheWTOTradeMonitoringExerciseisafactual,non-legalexercisethatprovidestransparencyregardingnewtradeandtradepolicy-relatedmeasures.Followingrecommendationsmadeatthe7thTPRMAppraisaloftheTradePolicyReviewMechanismin2023,theTradeMonitoringReportswilladoptanannualcycleonatrialbasisfrom2024.Onceayear,normallyinDecember,theTradePolicyReviewBodymeetstoreviewtheDirector‑General’sTradeMonitoringReport.1ThemeetingprovidesdelegationswithanopportunitytoundertakeaninteractivepeerreviewattheWTOHeadquartersinGeneva.AbouttheWTOTradeMonitoringSince2009,theWTOTradeMonitoringReportshaveprovidedMemberswithregularupdatesontradeandtrade-relateddevelopments.InitiallyconceivedtoprovidetheWTODirector-GeneralwithregularbriefingsonthetradeimplicationsoftheGlobalFinancialCrisis(GFC),theWTOTradeMonitoringeffortundertheTradePolicyReviewMechanismquicklybecameaclosecollaborativeexercisewithWTOMembersandObservers.AtthecoreofthisstakeholderrelationshipsitstheverificationprocesswhichensuresthatanyMemberorObservercanverify,adjust,orrectifythedescriptionandcoverageofitsowntradeortrade‑relatedmeasuresbeforepublication.TheTradeMonitoringReportsaimtoshedlightonthelatesttrendsintheimplementationofabroadrangeofpolicymeasuresthatimpacttheflowoftradeandtoprovideanupdateonthestateoftheglobaltradingenvironment.Theycovertrademeasuresimplementedintheareasofgoods,services,andintellectualproperty.TheReportsalsoprovideup-to-dateaccountsonarangeofotherissues,includingtraderemedies,agriculture,SPS,TBTandenvironment.ThefollowingUpdateisapreliminarystocktakeofmeasuresimplementedbetweenmid-October2023andmid‑May2024ascommunicatedbyWTOMembersandObserversoridentifiedbytheWTOSecretariat2.TheannualTradeMonitoringReportwhichcoverstheperiodfrommid-October2023tomid-October2024willbecirculatedinNovemberandwillbeprecededbytheusualrequestforinformationfromtheDirector-Generalaswellastheopportunityfordelegationstoverifyallinformation.ExecutiveSummaryThisUpdateprovidesanoverviewofselectedtradeandtrade-relatedpolicydevelopmentsintheareaofgoodsduringtheperiodfrommid-October 2023tomid-May2024.Itarrivesatatimewhentheglobaleconomyfacesriskanduncertainty,inparticularbecauseofactivearmedconflicts,broadergeopoliticaltensions,pressureofglobaleconomicfragmentationandtheimpactsofclimatechange.Duringthereviewperiod,WTOMembersintroducedmoretradefacilitating(169)thantraderestricting(99)measuresongoods.ThisisanimportantsignalofMembers’commitmenttokeeptradeflowingdespitethecurrentgeopoliticaluncertainty.Mostofthemeasureswereontheimportside.Theintroductionofnewexportrestrictionsdeclinedsignificantlyduringthereviewperiodand,reversingatrendobservedbetween2021and2023,newimportrestrictionsoutpacedthen
